I don’t think he’s ever actually appeared in any Teenage Mutant Ninja Turtles fiction. He was just a random toy that Playmates released.
I couldn’t really think of any way to actively IMPROVE the concept of this character, so, inspired by the USA’s involvement in the middle east for the better part of last 21 years, I just put him in desert camo.
Looks like I left some details unfinished. Guess I’ll have to fix him up and post him again some other time!
