It’s Rocky Wrench from Super Mario Bros 3! Not to be confused with Monty Mole from Super Mario World.
I always thought that this guy was wearing like a bandit mask, but it turns out it’s a pair of goggles. That actually makes more sense since he’s the mechanic for the Koopa Air Ships. That is, after all, why he has an infinite supply of wrenches to throw at Los Bros Marios — He’s tinkering on the ship, but also trying to stop the heroes!
